Centers of German-speaking cultural emigration were first France, the Netherlands and Czechoslovakia, until the German army reached these countries and the emigrants had to escape even further.
Law for the Restoration of the Professional Civil Service
When talking about cultural emigration, it is important to note, that this was in fact not an homogeneous phenomenon. This had different reasons. First of all, every intellectual and high skilled worker had different occupational and personal circumstances. The political standpoint was variable too. Besides the social and political lack of orientation, the community of this cultural emigration had to face several problems.
Firstly, due to frequent forced traveling, friendships had to suffer.
Secondly, not everybody had the ability to integrate well in the new receiving country, especially because the duration of stay was often very short. Thirdly, guest countries were often unwilling to accommodate the emigrants. The target of most of the undertakings of the emigrants was, to show the culture of the emigration as the one of a better and other Germany.

The Finns and the Hungarians belong to the Mongoloid race; but it is hardly the intention of the law to treat them as non-Aryans. However, this definition was unacceptable because it included non-European races.
An Aryan is the descendant of a Volk domiciled in Europe in a closed tribal settlement since recorded history. However, the quantity of how much Jewish blood an individual was allowed to have until it was considered to damage the German Volk remained untenable.
No granting of fellowships to non-Aryans
The following is translated from the German version of this page. Political opponents of national socialism "Officials who, on account of their past political activities cannot guarantee that they have always acted wholeheartedly for the national state" should either be forced into retirement or let go from their jobs. Moreover, civil servants should be let go if they had started their jobs after and were now unable to demonstrate that they had acquired all the training necessary for their careers.
These people were called "membership book officials Parteibuch-Beamte " in the language of National Socialist propaganda. They could be let go or prematurely forced into retirement.
Those Jewish civil servants who had a son or father who had been killed in the First World War were also spared from being sacked. All persons in the civil service would have to be able to produce the Ariernachweis proof of Aryan ancestry in order to prove that they had no ancestors of the Jewish faith.

The loophole was closed by the Nuremberg Laws. Jewish civil servants still holding their posts were given notice by 31 December at the latest.
The exodus not only of individual scholars but of whole fields and new approaches of scholarship is particularly obvious with regard to the study of Chinese and East Asian art history, social and economic history, ethnology, and linguistics; to a substantial degree it is apparent even in the study of the Central Asiatic aspect of Chinese history.
In addition to scholars working in the several areas of Chinese studies, German Sinology lost museum directors, librarians, and the journal Asia Major, at the time of its suspension in "the only German professional journal of international rank" 3 in Chinese studies. To understand the effects of this exodus, it is also crucial to realize that it took place at a time when Sinology, as "our science" as Hellmut Wilhelm was wont to say with its own niche at German universities, had been in existence for little more than two decades and was still a young and very small field, especially when compared, for example, to the traditional "Oriental Studies" of the Near and Middle East.
Hans Georg Conon von der Gabelentz , for example, was professor of general linguistics in Leipzig from to , and afterward in Berlin when he wrote his pioneer work Chinesische Grammatik, reit Ausschluss des niederen Stiles und der Umgangssprache When juxtaposed to the rather lengthy list of emigrants, the small number of teaching institutions with chairs in Sinology established before is indeed astounding. An unknown error has occurred.
